Waver might opt to flop over, but as soon as Iskandar is sure he's not injured he decides that there are much better positions for him to be in. He slides his arms underneath Waver and hefts him up (as much as one can 'heft' someone that feels practically weightless) only to settle him upright in his lap a moment later - though he does at least give Waver the option of leaning against him, again.

And now that he's in a better position for it, Iskandar's touches less exploratory and more soothing. He slips one hand under Waver's chin, splaying his fingers out his fingers against his throat and smoothing his thumb over Waver's cheek. He settles his other hand on his thigh but just leaves it there for the moment, steadying him rather than exploring any further for now. He cannot (much to his frustration) kiss Waver properly with the gag in the way, so he settles for nuzzling down against his neck and ear instead. He wouldn't have minded so much if he were the one who put these on Waver, but since he isn't he can only see them as obstacles.
